Declaration of the Launch of the Hali Ba Dame Association

The Hali Ba Dame Association (HABADA) is a national NGO established on February 14, 2024. HABADA’s expertise lies in monitoring and advocacy, particularly through dialogue and community education, on issues related to human security and the governance of the National Police of Timor-Leste (PNTL).

We would also like to inform you and the media that HABADA was officially registered as a member of the Timor-Leste NGO Forum (FONGTIL) on March 1, 2024. HABADA was also registered with the Ministry of Justice under Law No. 5/2005, and notice of the registration was published in the Jornal da República on April 12, 2024.

HABADA’s mission is encapsulated in ‘the three H’: (Hakbesik) Near, (Hatutan) Connect and (Hametin) Strengthen. Through community education and dialogue, we amplify the voices of the community to foster and strengthen peace. Thus, all individuals, as citizens and members of the community, can enjoy their rights and freedoms according to the Universal Declaration of Human Rights, the Constitution of the Democratic Republic of Timor-Leste, and relevant laws. HABADA’s vision is for all Timorese to live free from fear, in peace, and with a good quality of life.

As emphasized in this launch theme, HABADA is here to engage, extend, and strengthen community security, recognizing that people’s lives and safety are of the highest value. HABADA’s programs focus on monitoring and advocating for human security through security education and police governance, serving as a protector of citizens’ rights and safety.

  1. Human Security

Engage with communities through community dialogue and security education to identify issues that become security concerns for the community or human security. These may include economic security, educational security, food security, health security, environmental security, personal security, community security, and political security.

  1. Police Governance (PNTL)

Police governance involves the mechanisms, structures, and processes that guide and oversee the functioning, accountability, and operations of the police force. Effective police governance is crucial to ensure that police operations adhere to the law, respect human rights, and maintain public trust.

Finally, with this launch, HABADA, as a newly established civil society organization, aims to become a strategic partner of the Government in Timor-Leste through its programs of monitoring and advocacy on human security and police governance issues.

As a new organization, HABADA’s recommendations to FONGTIL will demonstrate and pave the way for partnerships with donors and other partners. Especially with the support from the Government through the Civil Society Support Office, HABADA engages with the community, amplifies the community’s voice, and strengthens community security.
