Dili, 24 July 2026 – Hali Ba Dame (HABADA) held a courtesy meeting with the Deputy Commissioner General of the Timor-Leste National Police (PNTL), Assistant Police Commissioner Natércia Eufrásia Soares Martins, at the PNTL General Headquarters in Caicoli, Dili, Timor-Leste.
The meeting provided an opportunity to exchange information and discuss the findings of HABADA’s monitoring activities, including progress achieved, challenges identified, and opportunities to further strengthen the implementation of the Community Policing Programme at the national level. During the meeting, HABADA Executive Director, Mr. Abel Amaral, also presented a report on the Community Security Training programme conducted in several municipalities, highlighting its direct connection and contribution to the Community Policing Programme.
During the discussion, the Deputy Commissioner General of PNTL expressed appreciation for the contributions of civil society organisations, including HABADA, which continue to support community policing through monitoring, advocacy, and the promotion of positive relationships between the police and communities. She also reaffirmed that effective cooperation and communication between PNTL and its partners are essential to strengthening a professional, transparent, and community-oriented police service.
HABADA Executive Director, Mr. Abel Amaral, expressed appreciation for the collaboration demonstrated by PNTL during the implementation of the Community Security Training programme. He reaffirmed HABADA’s commitment to continuing collaboration with PNTL and other relevant stakeholders to promote community security, peace, and stability through an inclusive and community-centred approach to community policing.
