HALI BA DAME (HABADA), On July 16, 2025, HABADA conducted a Community Security Training for the Village Council members in Cowa Village, Balibo Sub-District, Bobonaro Municipality.
This activity mainly targeted members of the Village Council, youth, and community members. In addition, HABADA involved administrative authorities, municipal authorities, and the PNTL municipal command, represented by the PNTL Balibo Station Commander.
The objectives of this Community Security Training were:
General Objective:
To strengthen community security in priority municipalities through inclusive training, promoting a safe and collaborative environment that fosters peace and local stability.
Specific Objectives:
1). Establish a community security system:
- Implement local networks through village and hamlet authorities to identify risks and threats to community security.
- Produce regular reports to inform national policies and strategic interventions.
2). Strengthen the capacity of local leaders and communities in conflict prevention:
- Train community leaders, including youth and women, in conflict resolution.
- Conduct practical training on identifying threats and developing mitigation strategies.
3). Create mechanisms for cooperation between communities, PNTL, and local authorities:
- Facilitate regular dialogue between communities and security forces to build mutual trust.
- Develop clear protocols for joint responses to security incidents.
